External evaluation of the implementation of Horizontal Priority Equality of opportunities (HP EO) results from the approved by Evaluation Plan HP EO for 2007 – 2013. The purpose of the external evaluation of HP EO is an overall assessment of the adjustment of the HP EO system, with emphasis on the formulation of the aims arising from SCI HP EO for the programming period 2007 – 2013, and the relevance of the National Strategic Reference Framework (NSRF) as well as the appraisal of the relevance, suitability, effectiveness and efficiency of impacts and sustainability of the implemented HP EO. Coordinator of HP EO due to the evaluation verifies the functioning of the management part for which he is responsible.
The report presents the main findings of the external evaluation of the implementation of Horizontal Priority Equality of opportunities (HP EO), which has been undertaken from June 2010 to February 2011. The time period included in the evaluation is the first half of the programming period from 2007 until the end of 2010. The evaluation has been carried out under the contract of the Coordinator of HP EO according the terms of the reference and evaluation questions listed later on in this chapter.
